Questions about Mercury(II) chloride | Please help! (",

A scientist has studied mercury(II) chloride, HgCl2, and says that the atoms are held together by covalent bonds. The scientist bases his contention largely on the fact that a water solution of the substance does not conduct an electric current, indicating that it does not contain an appreciable amount of ions.
Can anyone explain to me if this statement is correct. Thank you!

The Hg in HgCl2 can change (accidentally) change it electronic config from 2.8.18.32.18.2 to 2.8.18.26.18.6 which becomes stable when added to the 2 Chlorine of 2.8.7 to make the chlorine 2.8.8 and the mercury 2.8.18.26.18.8 which is covalently stable in some means.
