A question about the most reactive non-metal

Flourine is the most reactive non-metal, right?

why hygrogen is not the most reactive non-metal?
(better if you can explain by the electronic arrangement of Hydrogen and Fluorine)?

reactive with what?

sorry for asking too briefly, but I mean overall... As it is just a question from a middle school(or collage, something like that... I don't know how to explain as it is a system used in Hong Kong). If you want to ask reactive with what... you can let it be sodium...
