Do lanthanum and actinium belong to group 3 or lutetium and lawrencium?

the group that something is in is just a helpful rule-of-thumb reminder to its chemical behaviour.

You should know how these elements behave without needing to worry precisely what the IUPAC nomenclature is - you can SEE what they're horizontal and verticle congenors are in the table.
