Duplet or Octet of outermost electrons stablized?

Why is duplet or octet of outermost electrons stablizes the atom?Can somebody tell me???Why can't be 6 or 5 or others? :twisted:

Carbon has 4 valence electrons and is quite stable as graphite and other oddities.

It is stable because of bonding in form of graphite or others. Carbon atoms don't "like" to form ions because of great unbalace charge of e- and proton. (Getting 4 more e- is not a good thing~)
